Perimeter fencing for horses and goats

I'm very new and know nothing about fencing other than what I've been trying to read about. We just moved onto 10 acres and want to put up semi-permanent to permanent perimeter fencing on two 2-4 acre pastures for use with both goats and horses, and hopefully a couple dairy cows in the future. What fence will work for both horses and other animals such as goats and cattle?

The most secure system would be to use the 10/48/3 woven wire with 2 offset electrified ropes. The woven wire is 48" tall and has 3" spacings. The two hot ropes can be used to keep the animals from leaning/pushing on the fence.
