Hello Shelby,
I am not sure how much you do know vs how much you don't know so we will start very basic. Forgive me if you are past the first few steps.
1. Do you have your heifer picked out? If you do great. If you don't then decide what you are looking for and go to a reputable breeder.
2. Do you have a clean, dry, strong enough pen, barn space to put her?
3. Do you have a place that you can get her in to catch her to feed her, get her used to you, treat her if she gets sick and to halter break her?
If you don't have these things, you will need to.
If you are buying the heifer, bring her home and let her acclomate to you and her surroundings before you try to halter break her.
Halter break her next and start the process of leading, then slowly start to introduce her to the show stick and learning the process of standing, settting up and moving, resetting up while keeping her head up. Whenever you are leading her, always, always lead with her head up just like you would in the show ring. When you are trying to set her up, I always try to walk her into the show ring stance rather than moving all of her feet to try to obtain the "look".
Regarding hair - if you are aiming towards a "hair show" growing hair is so important. A dark place, rinsing once or twice a day, brushing and blowing will be your best bet for growing hair. Unfortunately your breed is a slicker breed and you'll need to work really hard to get a nice hair coat.
If you are in OK, there are a lot of cattle shows and good cattle people there. Go and WATCH. Observe who has the good looking cattle, watch what they are doing, ask questions.
