splicing insulated wire

What do I need to do to splice insulated wire together? I want to run the wire underground out to the fence, but need to insulate the splice. Is there something special I need to do, or does the usual thorough wrapping with black electrical tape do the job?

There is no reliable underground splicing (insulation) method due to the voltage that must contained by the insulation. It is recommended that no splicing is done under ground. If splice must be done the only reliable way is to do above ground.
