Fence shorting out

Hi,

I've had an E-Net fence for my sheep and a Poultry Net fence for the chickens for about a year now. Up until recently, both worked fine with a solar powered charger. Over the winter, a dog got into the chicken yard and killed them all. I was away, so I am not sure how this happened, but it seemed the charge on the fence was not so strong anymore.

Because of that, we decided to get a charger powered at the house and run down the wire. The wire measures about 4000 volts until you attach the chickens and lambs, when it drops down to 1000. The grass is cut, and no longer than last year when the fences worked fine. My husband says it is shorting out, but where if there is nothing but short blades of grass touching it?

In most cases we find the short in netting at the first hot wire on the bottom.
It will get caught under the edge of the post and short out on the metal stake.
