Good Morning,
I believe that you are referencing the voluntary scrapie program, now called the Scrapie Flock Certification Program (SFCP). In order to become enrolled in that program you need to contact your state APHIS office to fill out the appropiate forms. (866- USDA TAG) They will then assign you a flock or premise number. You then call one of the approved tag sources (Premier is one) to order and pay for your tags. Some states though require you to go through them to order the tags. They will let you know when you call them to get established in the program.
