Electric polytape 1 1/2" fence

We have 1 1/2" polytape installed on t-posts and all areas are cleared of brush. We have a 3 mile solar power charger/energizer (shows a red flasing light that it is sending out charges) the fence is not getting the charge. Two grounding rods that are tied together, and are set approx. 2' deep (that is far as they go since we have rocks in soil). My husband is going to place a third grounding rod into the ground, however we are not optimistic that this will work.

No charge is evident when we test the fence. What can we do to get the fence electrified?

There is a variety of potential caused to you fence not being electrified. Try the following 2 steps to start to find the problem.
Step 1 Measure fence voltage at energizer with fence connector. Fence tester must be used
if voltage is low go to step 2. If voltage is high with fence connected may have bad connection/s.
Step 2 Disconnect fence from energizer and measure again. If voltage is high energizer should be fine?and fence will have a short on it. If low or no voltage then energizer is bad.
If you have good voltage at beginning of fence but stops part way out then sounds like bad connections.

This a few areas to start.
