supareel T-post brackets

I bought a Premier supareel and a supareel T-post bracket. After I have unwound the amount of wire that I need for my temporary fence and I'm ready to hang the supareel on the supareel t-post bracket on the t-post, is there some way to lock the supareel so that it won't unwind and will keep my fence wire tight? Also, do I have to cut the wire off the reel and tie it to an insulator or is the supareel (hung on the t-post) already insulated so that it won't ground my fence? Thanks.

On the outer end of the shaft that holds the reel you will find a cam lever.
If you pull the lever against the reel it will lock the reel in place.
The reel is like a larg insulator. You do not need to cut the wire.
