question about voltage reading

Am using a Kube 3000. When hooked to a high tensile wire my voltage tester tops out at 10000 volts. When I clip electric netting onto the high tensile wire the voltage of both reads in the 2000-3000 range.

I would prefer the single line wire to run at the higher voltage. Is there any way to accomplish this with a single Kube 3000 energizer?

The electric netting needs to be as clean as possible from all grass/weeds touching it. Also, make sure that the electric part of the net is not touching the ground or anything metal. With less vegetation that is touching the fence, you should see higher voltage readings on your tester. Otherwise there is no way to keep the higher readings on the High tensile with operating a 2nd energizer. 3000v is usually adequate, but you do not want the voltage to drop much below the 2000v.
