Rich,
The first thing I would check is to make sure that the battery is good, even though the battery test light is showing green. Usually if it starts working until the sun comes out that is our problem. You can check the energizer by unhooking it from the fence/ground rod/ current battery/ and solar panel and taking just the energizer to your car and hooking it up to your car battery. Then turn it on and see if you get the clicking/blinking steadily immediately. If you don't, it may be that a switch is getting worn in there and we need to replace something. If that's the case it is better just to send it in so our repair guy can go over it.
