adding fence to energizer

We are currently using a Parmak SE4 on about an acre of fence. We recently got access to an addition 2-3 acres. I want to fortify this new area so added intellirope to perimeter as a "scare wire" inside of wire fencing. I am having a hard time getting a decent amount of shock beyond the 1st gate. I have checked connections, I am using wire cable from fence to gate connectors secured with rope link springs, fence is clean (for now) and not touching any metal. My energizer has a digital readout that has been in the 12-15 range (which is overkill) for what I have used up to now. When I hook up the new fencing and have all gate openings secured it goes down to 3.5-4 and I can't get a reading on my fence tester. I am still running only about 3500 ft. of wire so I think it should be working better. Any suggestions would be greatly appreciated.

Try to break the fence into sections and test each section as you go to narrow down were the short is.
Example:
Disconnect at each gate and start were you are getting a good reading then hook up the first section if you get a good reading there. Then hook up the next section if the power drops down then you know the short is somewhere in that section.

Listen for a loud snapping sound if you hear one then fix the fence so it is not snapping any more. Then test the fence again. Look for cracked insulators, weeds hitting the fence, touching any metal or wood.

Make sure to have enough ground rod. We suggest using 3 feet for every joule of output.
