Ground wire sparking at ground rod

We have been having heavy, heavy rain storms all day today, the most we've had since we installed our electric netting. I just noticed that where the ground wire is attached to the grounding rod it is sparking and shorting out. I am guessing it is not normal.
Would this be due to the heavy rains or some other issue such as the pole not being far enough into the ground? Is it dangerous?

The rain may be causing more power to go into the ground and back to the ground rod.
The sparking that you are seeing is because the connection is not clean or tight enough.
It is not dangerous but should be fixed so that you will have more power on your fence.
Also the ground rod should be in the ground three feet for every joule of output that the energizer has.
