Plastic over wire?

We have had our netting for almost 3 years now, with no problems. Love it!
This past year we have had quite a problem with wild rabbits both inside and outside the fencing. I have noticed a trail since we've had snow. It is in the same spot every morning, and the rabbits are having no problems going through the spacing in the netting. :(
This morning I noticed that the wiring is fraying. Obviously the rabbits are trying to chew through to make a bigger opening for themselves, I imagine their winter coats make it tougher to get through the openings!
Where they are chewing, the green(plastic?) is frayed, and there is bare wiring showing. Is the plastic itself charged or just a covering for the wiring?
There are several spots in one section like this, I am thinking when they get to the bare wire they are getting shocked, and moving to different areas to try their luck there! I have it blocked off for now, it's just too cold to try to be mending it right now.
I don't think they will bite right through. The first summer we had the fence my husband found a poor woodchuck dead with it's mouth clamped to a charged wire. Although, I will say with the frozen ground I don't think there could be much charge going through the netting.
