The shock is running on the metal filaments. So yes that is when they are getting the shock. You can just tie knots in the line to repair the chewed areas. And cover with the brass ferrules.
The way electric fence works is when the animal touches the hot wire the shock goes throw them to the soil to the ground rod witch is connected to the energizer which is connected to the fence. This is what make the complete circle. So if the ground is frozen or covered with snow it does not work as well.
