How many joules would be needed for 1,000 feet of intelli twine ?

The joule requirement is very dependent on weed load and somewhat dependent on soil conditions. For livestock fencing typically .2 joule assuming only mild weed load. For horse fencing with very minimal weed load .1 joule may only be required.

Sorry I forgot to ask would .5 joule work for goats on a mildly weed loaded fence ?

For the 1000' distance you are referring to a .5 joule unit should perform well.
