Kube 4000 and poultry netting

We have a Kube 4000 that is charging over 1000 feet of poultry netting - free range poultry in three separate enclosures, each connected by insulated wire. Our highest voltage output at the fences is 2000. At the energizer it's only 3000. We have two (2) - three foot ground rods. I'm just wondering why we are not getting a higher voltage output. Is it too much fencing for the energizer? Or do we need a different setup?
