voluntary scrapies program in Iowa

I'm trying to find out how to enroll in the Iowa voluntary scrapies program. I've searched the Iowa Dept of Ag site but have come up empty. Can anyone point me in the right direction? Is it as simple as ordering ear tags? How do you arrange the inspections?
