I have only seen this condition in boer or boer-cross goats, and then rarely. The lower leg looses hair, has sores that drain and bleed and then scab over and the condition improves. The process lasts 6-8 weeks, beginning about January. This is in North Carolina. Skin scrapes and a biopsy have been done, providing no diagnosis. One thing that may seem to help is to clip the hair from the lower leg just before the time for the condition to begin. This suggests a moisture problem, but it occurs in only a few goats and does not always occur each year in the same goat.
