Will an electric fence for goats injure or kill my outside cats?

The only way it could injure your cats is if they were to become tangled in
the net.

I plan on having a ground wire on top of the wood fence (where the cat walks) and a hot wire about 8" above that. I want to keep dogs from getting over the fence and in to the goats pen.
