Grounding some wires?

Hi,

I have sheep. We have 5 wire hi-tensile fencing the bottom wire is 6" off the ground. I have given up trying to keep green grass and weeds from growing over it. When it rains the fence would loose it's zap. So I have disconnected the bottom wire. It is no longer hot. My question is should I ground this bottom wire by hooking it to a gound rod next to the fence? Would that help the 4 remaining hot wires give a good shock deterence? Or how should I ground this wire if you advise that I should?

It would be best to keep the bottom wire hot and spray the grass and weeds.
It is true that when it rains you loose some voltage.The animal will also be wet
and require less voltage to turn him.
Grounding the bottom wire will only help if the animal goes through the first
and second wire.
