leveling the top of the fence

We will be installing wire mesh horse fencing on 4x4 posts. The ground has a few minor peaks and valleys (we live in Florida and we think the land was probably an orange grove at one time, which explains the peaks and valleys). Should the fence be level from end post to end post? Or should it follow the contours of the land? I'm concerned that if it's level from end-to-end, there will be large gaps at the bottom of the fence in the "valley" areas. What would I do for the gaps?

It will be much eaiser to run the fence level. Going up and down in
a short distance and many times will make it hard to keep the top and
bottom of the fence tight. It will also require more posts.
