earth for poultry netting

Hi I'm having a problem getting a good charge onto my poultry netting. I think it's because I'm not getting a good earth. I use a 2 joule battery charger for 2-4 rolls of netting. For an earth I use 2, 1.5 meter copper alloy rods. The fence tests only to around 2,000 volts but when I test directly from the fence to the earth poles it's 5,000 volts +. I make a lot of effort to see that there are as few shorts as possible so I'm fairly sure it's an earthing problem. Would running a polywire 6 inches high and 6 inches outside the mesh and conected directly to the earth rods help. My main ground predators here (CHILE SA) are foxes and stray/feral dogs. I figure that at 6 inches a fox or dog would contact both the fence and the 6 inch high earth wire. Any suggestions?

Copper ground rods tend to corrode over time. And when the rod is corroded it is insulated so it is not working as a ground rod. First check the ground rod. Then make sure you have a good connection to the ground rod from the energizer.

Also if you are working in a very dry area the reading will be lower then if you are in an area with moist soil. To get the reading up would be to add more ground rods.

A way to check to see if you have enough ground rod is to:
Use the fence tester-Put the ground prong in the soil and touch the ground rod with the fence test part of tester and if you have a reading of more the 300 volts you need more ground rod if it reads less them 300 volts you are fine.
