I too lose a few tags each year. In a fairly small flock of 25 to 30 ewes, I often know who lost her tag, and record my thoughts in the barn notebook. When I put on a tag, I always list the tag as original or replacement, and if replacement, the old number.
In the event that a USDA team would need to come to my farm, I would depopulate as I have no "special" sheep. (just good commercial ewes). I could tell the USDA folks where I have bought sheep over the past 20 plus years, even if they have died or lost tags. As all my sheep go to slaughter, I don't worry about one of my sheep showing up in an infected flock. The only reason that a USDA team would need to visit me is if the USDA vet notices a problem with one of my sheep during the inspection process.
