8,000 volts too high?

We just bought and installed 3 sections of 164' electric netting. All are hooked together and hooked up to a 1 joule charger. Last night we had 3,000 volts through the entire fence, today with some sagging, the tester read 2,000 volts. I unplugged it went down the entire fence, and fixed sagging, low spots etc. When I plugged it back in I was getting the high 8,000 volt reading.
Electricity really confuses me, but would this high reading come from wet ground? It has rained all day here, and the ground is saturated. Would it have anything to do with the grounding rod not being deep enough in the ground? Or would it maybe mean that there are faults or breaks somewhere along the fence?
Oh, and one more question. We actually have 2 separate fenced in areas(both are electric netting). At one point they run parallel to each other. I am wondering if maybe they are too close(I think they may be about 6' apart). Would one fence draw voltage from the other fence?

Brenda,
8000v is okay to have on the fence. The big voltage change you saw is probably a combination of things.
Every time the fence touches the ground and/or grass, you lose some of the electricity (voltage) on the fence. When you went through it and fixed those sagging spots you were eliminating places where you lose some electricity, thus leaving more electricity (voltage) on the fence.

If the soil had been fairly dry before the rain, that could also affect the amount of voltage you see on your tester. Less voltage before the rain, more after. With that energizer, you want at least 3 feet of ground rod driven into the ground.

6' apart is good between the two rows of fence. That should cause you no problems.
