temp fence dry conditions

We are in second year of drought and looking to temp electric fence some addtional pasture for cattle. Grounding conditions won't be good due to dry soil, don't really want to install 3 grounding rods if possible on a temp fence using solar charger. Feed dealer suggested installing as positive negative so when the cattle touch both wires they get better shock. Will this work and if so how to best install.

It is easy to install—all you need is a fence with two wires at least 4" apart.
The top wire connected to the hot terminal of the energizer and the bottom wire to the ground terminal. When the cattle push into the fence and touch both wires they get a shock that the power is not reduced by the dry soil.
