Fence Grounding

Fencing about 2 acres of expensive equipment using 2 strands 14 ga.wire. Our historical average rainfall is 40 inches/year. However, in most of the past 10 years, we've been below normal and summers very dry.

I don't expect this to be a high pressure fence, but I have to questions:
1) In your professional opinion, do I need a ground wire in addition to the live wires if I use 3 ground rods?

2) I have the ability to keep the ground field watered and wet. Would this improve grounding, even though the rest of the fence is very dry?

1) With 40 inches of rain you should not need the grounding wire.
2) If you can keep the field watered this will always help with the fencing.
