To tell if your area is to dry test the ground rod. To do this make a dead short on the fence and take the volt meter and put the positive point on the ground rod and the ground prong in the soil. If it reads less then 300 volts you are good. If it reads more then 300 volts your soil is dry or you need more ground rod. Or when testing the fence if you have a good reading close to the ground rod and as you are moving away from the ground rod down the fence line the reading is dropping this may be a sign also the ground is to dry.
