Electric fence in snow conditions has 3 main problems.
1) Physical. Weight of snow on fence causing sagging and/or shorting of fence.
2) Snow depth. The depth of snow in some areas can be deep enough that when/if the snow crusts over, animals walk over the fence.
3) Electrical. Snow typically works as an insulator thus the animals standing on the snow may not receive a sufficient charge (shock) to repel them from the fence.
Summary:
Portable electric netting systems--not very usable in most snow conditions. Heavy snow area fences need to be taller. Pos/neg fence systems may be required dependent on snow conditions.
Also types of animals being fenced has a factor. Sheep & goats verses horses & cattle.
